Why nagato didn't revived jirayia

When Naruto made nagato to do revive the dead people of konoha including kakkashi why he didn't revive jirayia too.Tobi/obito said that it is only for him. he believed that nagato will reive Madara or Rin for him.Obito really became angry.If nagato can revive some one like Madara with his power why he didn't revived jirayia,I an sure that with his powers he can do it.

My theory:

Nagato can revive any person, but the longer it's been since their deaths, the more chakra it takes.

Nagato had enough for the village, but adding Jiraiya would've resulted in an overload of chakra.

Simply put... after such a huge battle Nagato simply only had enough chakra to revive recently killed ninja. Even if he were to revive him... he is beneath the crushing depths of the ocean. He'd die again anyway!
