Personally i dont think Minato will be able to beat Sasuke as he has not shown anything destructive enough to destroy Susano. Minato may tag any thing by merely touching but that wld help only to dodge everything. So the only scenerio where is Minato wins is where Minato keeps dodging and lets Sasuke exhaust his chakra. But then again Minato as a jonin was the only one who had a 'flee on sight' order against him by the enemy ninja. So he may turn out to be more dangerous than we know.
