Minato did weaken Tobi. I personally think he is better, but i dont think Tobi is 2nd hokage.

Guh i typed a whole 5 mins, but its just so hard to compare them all. they were awesome in their own way. Minato is super fast and would be faster than the first I think, maybe the second. But I think theyd have greater ninjutsu than him. :s so hard to decide.
