Its because their name/data is missing/lost from each of countries Department of Registration list?

or

Their present is not in their countries anymore and many peoples even their own governments unable to find them?

Just by example take: itachi killed his clan which was deemed treasonous to the public, hidan ritual should be enough, sasori killed the former kage alongside his human puppet hobby, Kakuzu killed some high powered person for one of his initial hearts, and I'm pretty sure the rest had some sort of dirty history.

But why they named them missing-nin and not rogue-nin.
