Why make a army when she got 2 sons?

If they worked together they could beat anyone.

She wanted to create another dimension.
There was no life on any of her dimensions, not even a single tree or a mosquito.
White zetsu are fodders and can' t be real soldiers.
She was trying to create a new dimension and to put life in it via white zetsu.
