Why Madara's PS is biggest

I want to establish why Madara's PS is biggest.

1. He has a monstrous amount of evil chakra.

2. He is legendary and strikes fear into all his enemies.

People may argue that Sasuke surpassed Madara, etc. Where in the manga did he surpass Madara? He never surpassed him. In fact, no one defeated Madara. Only BZ transformed him, and he died from the Chibaku Tensei which was used on Kaguya.
