Madara is and was always stronger than Sasuke. First let's start with their chakras. Madara was born with a monstrous chakra, unlike Sasuke. He killed adult Senju during his childhood. Sasuke couldn't even kill Zabuza or Haku. Madara has both Yin and Yang of Hagoromo. Sasuke just has Yin.

Sasuke was born with a monstrous chakra as well as he was Indra's Transmigrant. The only difference is is that Madara had his brother, Izuna and his father to train with. Sasuke literally had no one. Once Sasuke could finally find someone to train with him, Sasuke grew exponentially.

Even then, that's irrelevant as that doesn't dictate how powerful they are now.

Sasuke also has both Yin and Yang as he received Half of Hagoromo's Complete Chakra which is far more than VoTE Madara possessed. Sasuke also had the EMS reflected along with his Rinnegan which gives him a significant edge. Even without a Tomoe Rinnegan, he'd have more Rikudou Chakra than Madara which makes him stronger even if he had a Normal Rinnegan.

Now let's talk about battle power... Madara is far superior at battle than Sasuke. Sasuke has low pain tolerance compared to Madara. EMS Madara has much more chakra than Rinnegan Sasuke. EMS Sasuke couldn't even hurt eye-less Madara who didn't have Sage Mode yet. Sasuke had to take drugs to get stronger. Madara was naturally strong.

First of all, Madara had Hashirama's Senjutsu.

Second of all, Rikudou Sasuke sliced Juubidara (Post-Shinju) in half, so EMS Sasuke failing to "hurt" Blind SM Madara is irrelevant, not to mention false because Madara was forced to block him and had to use Limbo to take him out.

Third of all, Sasuke never took drugs. He literally ridiculed Orochimaru's methods to make himself strong, so Sasuke doing it is false. It was just pure speculation on Sakura's part which was proven false.

And lastly, EMS Madara doesn't have anywhere near as much as half of Juubi Jin Hagoromo's chakra. I'm not sure where you came up with that assumption.

Now as for Rinnegan, Madara's Rinnegan is far superior. Sasuke's can only absorb chakra. Madara's can nullify huge attacks like Dust Release. Madara's Perfect Susano'o is also far bigger, and stronger than Sasuke's. One swing can destroy many mountains. His Perfect Susano'o can break all creation in the universe. Sasuke's couldn't break Naruto's Bijuu avatar without using all 9 Bijuu power to form Indra's Arrow.

Sasuke has Preta Path which functions like Madara's, so he can certainly absorb Jinton if he wanted to.

Madara's PS is significantly smaller than Sasuke's. Madara's was only the size of a Mountain. Sasuke's PS was the size of chunks of Madara's meteors that were tens of times larger than the mountains that were roughly Madara's Susano'os size. And of course, Sasuke's PS could slice Madara's Meteors in just a couple hits with each chunk dwarfing the mountains Madara's PS could slice, so Sasuke's PS is stronger.

RSM Naruto's Kurama Avatar is not weak. It managed to provide some resistance against Kaguya's powerful Taijutsu enhanced by her RinneSharingan, so Sasuke's PS being unable to penetrate it without the Bijuu's chakra doesn't degrade his Susano'os capabilities. Let's not forget that Madara had to do something very similar to stalemate Hashirama, so if anything, Madara is no better than Sasuke.
