Why? The manga is called Naruto.
Naruto is destined to surpass all others, and possibly even the sage or at least be on par with him. They have hinted it so many times. This is why all your silly top ten lists don't matter. Naruto will always be number one. Call it plot or whatever you want. Naruto would defeat Madara as the host of 10 tails because he is the hero.
