Naruto failed the moment he took the Hokage seat. He shows that he's the biggest liar, fascism promoting douche-bag in the entire manga. The only difference between him and the rest is that, they were a bit honest. The whole time he kept prattling on how becoming a Hokage would mean he would alter the system. Build it anew from scratch. Yet, all we have found out by now is that no reduction in the Shinobi forces have occurred. Warmongering villages and their Kages still maintain the hold over their own territories. The only thing that has kept them united are bigger threats.

Once the structures require fragmentary policies where isolated, interest-driven threats arise, the shinobi world will revert back to its original state as it's Hashirama's reign repeating itself. Did he overhaul the Hyuga system? No, he did not. Did he reveal the atrocities of the Shinobi world and create preventive measures, proper rule infrastructure to safeguard the rights of all clans? He did not. Did he reduce the number of Shinobis? He did not. Were the Elders ever brought to justice for slaughtering children indiscriminately? He did nothing there as well. Did he offer vast funds to Rain village; a village destabilized time and time again by Konoha overtly through wars and covertly through espionage? He did not.

It goes to show that he just wanted the seat. The manga shows him time and time again, frothing at the mouth as to how he would change it all. When the manga ends on the note that extreme fascism is cool, totalitarianism is awesome, militia control over the masses is the way into the future, there is no need for democratic flexibility, mindless slaughter is necessary to maintain political hold ... you have to embrace it. If you don't, then f**k you! You need to be dealt with.

^ That is ALL Naruto himself showed at the end. The so-called savior and messiah of Naruto-verse. He exhibited how he's a staunch adherent of Will of Fire's heinous brand of propaganda from the get go. All those speeches were nothing but smoke and mirrors. He's a poster child of it. So, is anyone surprised that this happened? I am not as Naruto is carrying the same policy carried out by all Hokages. It was never about change; it was about the Hokage seat. Now that he's got it, it's meaningless to tear down that banner as it grants him more power to peddle Konoha's agenda.
