A lot of discussion has been about Konan and people either grossly overrate her, or sadly underrate her, so I'll cover some main points. I'll first cover her mobility, then her durability, and then her damage, and special advantages.
She has the ability to spread herself away into sheets of paper (that are not at all affected by water) and can spawn from a single sheet, all are linked to her chakra, meaning she can sense with them. Konan is conscious in each sheet of Paper. This is shown when she spreads herself all throughout Amegakure, finds Jiraiya, and instantly spawns to him. She has adequate combat speed to keep up with Jiraiya, and could react to Obito, when she still had chakra.
Speed and Mobility: Extremely Versatile, Covers more ground than anyone else and Combat Speed Equal to Base Jiraiya.
Karin can harden her paper to the strength of steel, meaning, as long as she has chakra she is extremely durable (She would tank a kunai without any injury). Her body sheds paper instead of blood when she is injured, meaning poison is useless, and she can regenerate from certain damage. Lastly, she can change to paper sheets, making some types of attacks useless, that is, if they would break steel in the first place. However, it is of note that oil renders her Shiginami useless.
Karins paper is as hard as a Kunai, with the perk of being Guided, and malleable for her. She can make a sea of paper, or send a sheet to stab you. She essentially has Iron Sand at her disposal, in the form of Paper. While oil would counter some, she also has explosive paper. Explosive tags have shown to be fatal under certain circumstances, and that is normally a single one. She can guide these midair, and per a calculation, can make 1.6 million sheets a second. If we even bring that number to 1000, that is an explosion that would at least shatter a Ribcage Susanoo. Her paper halo, was shown to have an impact that dwarfed her and Obito. She is no slouch in damage output.
Lastly, her special abilities. She can sense every piece of paper she sends out, and can camoflauge herself, and her remote paper had a camo that fooled Obito. She can teleport via paper that she sends out. She can levitate and fly, and isn't affected by falls in Shiginami mode, as she dances like paper in the wind. She also is extremely light, and theoretically, can move faster due to lightness. Her paper clones are steel durability, and indiscernible. Just like any other clone.
In any case, I think it can be argued that she can Combat Itachi and Minato, not win against Minato, but as a Kage, would be someone I send on a mission like that.
She was extremely OP, and would've been much more worthy a Hokage than Tsunade.
