It was indeed plot. Somebody must have consumed the Plot Plot fruit and protected Luffy. I think his name is Oda

U could say it's plot but Oda handles it smart , in Kizaru's case he made him a troll who is seemingly lazy and not interested so it's a part of his personality really, everyone must have a flaw or a weakness of some kind

The key was more of a priority for instance what would happen if Marco had gotten it? It was obvious throughout the marineford war Kizaru never viewed Luffy as a real threat and it's his personality to troll with Luffy.
