No way in hell she is better than neji. And kishi doesn't write naruto shippuden, shippuden is anime exclusive title for post-timeskip naruto series. We hardly see any of hinata, so I doubt that there will be much developement on her sister. I believe the sister was placed in the story just to show how weak hinata was, or emphasize on her lack of self-confidence.
