So I have a theory on why KF the 145 king left the mainlands, let his empire fall apart, and his people oppressed.
First, I'd like to remind that titan shifters can see the future by seeing a future host's memories. We saw Eren tell Grisha that he needs to master the FT's power to save Armin and Mikasa. So, we know that hosts can advice each other even if they don't they are. Second, as per the latest chapter (95) the warhammer titan's hosts were said to have been the first to rise against the royal and start the CW known as the Great Titan War. Thirdly, we saw that other titans can control their own titans (Zeke). So what if back then each titan host raised their own army and became much more self dependent and rebellious against the main royal branch? While, the FT can destroy them individually, it would lead the rest into a much open rebellion and unification against the FT. So, after a rebellion had started, the king received advice from much down the line to go to Madagascar and wall himself and some of his subjects. Then wait till the conditions are met.
The conditions being the elimination of all those with royal blood so only the FT can control other titans, and, in addition, unite the remaining Eldians against the Marley who are now a power that rivals them. While this seem like harsh way for a king to behave, keep in mind that the royal family were killing their civilians if they invented anything that could be a problem, h*ll they even kill Erwin's dad for asking a rational question. So to them, getting that much power and silencing all oppositions would be worth it.
