It Sasuke was under increased gravity and Kaguya knew the shift was coming so she was able to get away. Even still I doubt Sasuke could catch her with Chidori

Still a forward thrust when your body is being pressed down. It takes effort just to keep yourself standing. the only way a controlled thrust would gain speed is if the person abandoned their stability and thrusted their entire body downward. Which is stupid :|
