Edo's can be revived at less than their full power, or Hiruzen vs Orochimaru would have been much shorter, and involved much more bit's of Hiruzen splattered around konoha.
Hashirama and Madara where almost equal when they were alive. When Kabuto Revived Madara, he revived him with some extra Senju DNA so that he would be as strong as he was in his prime. When Orochimaru revived Hashirama, he didn't use any special stuff to make him any more powerful, he was almost at his full power then.
When Madara was revived, He get much stronger than he ever was when he was alive the first time. Obviously he wasn't at his full power with the senju DNA as an Edo.
Since Madara was Kabuto's trump card, it makes sense that he would have been revived even better than anyone else. I have no evidence for this part, of course, but it makes sense that he would.
So, any other edo's revived were not at full power. This explains why the edo Akatsuki were fodderised, and also gives Nagato and Itachi a power up since we never saw their full power.
