Kabuto admits he wasn't the most special or talented ninja, amd in order to be an existance in the ninja world was to "go take it from others and make it your own" Example he took Uzumaki DNA. He knows that his body aint special.
Kabuto stated that Orochimaru tried to gain the ability of a Sage, but wasn't able to become a true sage, because he didn't have the right body that could bear the ability. Just like how Jiraiya wasn't able to become a true sage. The only known true sages are Kabuto and Naruto. Coincidentally they both happen to have Uzumaki DNA. Uzumaki DNA has the power of the Sage's body. In order to be a true sage, you must have the right body to bear that ability which the Uzumaki has. What yall think?

Small flaw.

Kabuto claims to have become a Sage before the whole spill with Madara and him meeting. He did not get the Uzamaki until AFTERwards, when she was lured to the hideout by Kabuto. So if he needed Uzamaki dna to become a sage he couldnt have become a sage with the uzamaki body that he JUST GOT.

ANKO was the one who was lured in after the event you're talking about. Karin was with Oro for years, which allowed Kabuto to take her DNA whenever he felt like it.

While it's definitely a good theory, I don't think there is sufficient enough evidence to completely prove or disprove what you're saying. We only know of two "perfect" sages thus far, and that is Kabuto and Naruto at the moment. More information should surface relatively shortly anyway.
