I see a lot of these V.S threads and top 10, he's better than him, he could beat him, blah blah blah blah...
But the Data book tells us who is the strongest and most skilled so why do people not take it's info into account when they make these threads?

Isn't the Data Book Canon? And most people just pick their favorite character and run with it no matter how ludicrous their claim is.

A little while ago actually. Funnily enough Hiruzen has one of the highest rankings, maybe that's why people tend to ignore it.
