Orochimaru
When it comes to destructive capacity, Orochimaru is the most superior of the 3. Having a contract with the den of the snakes allows him to summon Manda v2, a snake strong enough to rotate islands an entire 180 degrees. Neither Tsunade or Jiraiya's summons can do that. When it comes to regeneration, Orochimaru actually has feats of regenerating limbs while Tsunade doesn't. When it comes to intellect, Orochimaru is undoubtably the smartest. Jiraiya is smart, but no where near as smart as Orochimaru. Tsunade isn't that smart to begin with. Jiraiya nor Tsunade has no means of incapacitating Orochimaru. They lack their own hax to defeat Orochimaru's hax.
All in all, Orochimaru > Jiraiya >>>>> Tsunade.
