So if i compare both of them I say Tobi > Itachi .

3. If tobi attacks itachi he risks getting sealed with the Sword simply because he will be putting himself in harms way.
4. If tobi tries inzanami he gets Inzagi
5. If tobi looks into itachi's eye he gets some nice painfull genjutsu

Great point mate...He has to materialize sooner or late so no matter what he does Itachi only has to wait....My point about the sword is Tobi cannot sense or defend against the sword because it is undetectable....Hence ORO not being able dodge the attack from Itachi.

Mind you Itachi pulled out the Gourd the sword was in 3 pages before ORO attack and swung the sword at ORO but he never dodged or counter attack it because he did not see it....If you read ORO's reaction after the sword got him you can also see why he did not dodge

I am saying Tobi can't dodge or kamui what he can't see or sense since the Sword was Spiritual he gets nailed easy.
