Itachi is literally the smartest Uchiha to be born. I know you're thinking Madara, but lets be honest here... Madara isn't as smart as Itachi. In fact, he's dumber than a mule in most cases. Itachi has been known to fully analyze every battle situation and turn everything around on his feeble opponents.
Itachi always thinks ahead, that's why he used izanami on Kabuto when he was impaled, unlike Madara who just let Hashirama stab him like a ***** and hide in a cave for the rest of his life.

Add this with Itachi's other attributes and you get the description of a powerful shinobi.

then why did he do nothing about akatsuki, and let them get stronger and stronger? why did he let obito start a world war?
if hes so powerful how come he let orochimaru invade konoha and destroy half of it and kill the hokage?
