He went there so that they would hear of his presence and Danzo would remember not to hurt Sasuke because if he did, Konoha would be done for. He only went after Hiruzen died because he didn't trust Danzo to keep such a deal and wanted to make sure that he would not be tempted to break it because Hiruzen was no longer watching him/making sure Sasuke was safe. Yes, he used Tsukiyomi on Sasuke twice and each time was 24 hrs. And it happened only twice in 7 years. At the end of the day, doing that redirected Sasuke's hate, instead of him hating the village, Itachi was willing to allow the one he loved most to hate him and take out his anger by killing him in the end. Also, he never beat Sasuke near to death. Naruto gave Sasuke a worse beating at the Valley of the End fight.
