Itachi defeats all of the bolded. He loses to Madara, Hashirama, Obito, Naruto, Nagato, Kabuto, Sasuke and Minato. Beyond that, he is number 9 in the top 10 list, and assuredly top 10.​

1- Notice he embedded the command like he say, yet he was incapable to use it against Sasuke. That means you can do it even without being able to cast the jutsu itself

2- The last time he saw Sasuke was during his death, something that happened not far away from his revival. While being unable to use it against Sasuke, he was able to use it during his revival, which means the decade closed somewhere between his death and his revival and that also means the last time KA was used was 10years before that. Since Itachi died at 21 by that, it means he was 11 when KA was used, in other words at a period Itachi didn't even receive the eye in the first place since he received it during Uchiha massacre when he was 13

3- He said "just then" because he now had the possibility to use it on himself as an edo

Itachi never really had the opportunity to use KA in life

I've BEEN saying this. In the past, YES, Itachi was one of the most powerful, but with the introduction and backstories in Shippuden, Itachi has been removed from the top. He is wise no doubt, but itachi isnt suited for battle, he is better to just give advice. Most of his best attacks come at a steep price, and he cannot battle for too long or else he gets drained. As a fighter, Itachi is not top 10. top 20 yes.

- Gai now is stronger than itachi.

- Sasuke is stronger than itachi.
- Madara is way stronger than itachi..

Also Hiruzen, minato, kabuto, onoki , hashirama and tobirama are stronger than itachi
Even tenten and lee will show something next chapter, something even overrated like itachi can't do.

with intel on eachother and everything in their arsenal usable, itachi beats :
