Why isn't Shino Aburame a Jounin?

-Helps Sasuke by taking care of Kankuro
-Helps Naruto beat Torune
-Attempts to fight Tobi

Essentially a slightly less smart Shikamaru with a much more effective collection of jutsu

He has a very niche moveset so if anything he would be a special jounin. If I remember correct he has the lowest overall score in the 3rd databook out of all k11 members so he isn't very flexible. Not saying he is bad or anything but he just doesn't have the skills to be jounin, mainly because he hasn't had enough development.
