Well it seems that the Raikage has been fierce and hot-headed since he was a kid and those qualities may be why he was picked by the Kumogakure council. He may seem like a bully but he seems like the capable leader and he is the older brother of their strongest tailed beast host who has his respect, so that may have been taken into consideration. With Killer Bee, the higher ups probably also viewed him as a weapon plus his personality seems to suggest he is the more outgoing type and would not like to be behind the desk. There's no doubt they both as strong as each other.
