Why isn't he top ten if you think about it nobody can touch him but maybe just a hand full of People like naruto /riakage/madaraa that's all I can think of right now even sasuke can't touch him garaa proved dis during the summit as for sasnoo he can hold his own when fight ing madaraa he had to fight five of them if you ask mr garaa is the strongest kage next to raikage garaawas called the golde boy

Agreed, Gaara isn't even top 15 but he makes it in the top 20, barely.
