Because Naruto is a descendant of the Sage of Six Paths. Since the Uzumaki are relatives( probably branched off the Senju), that makes Naruto distantly related. His body is reacting to the tailed beast chakra(kind of like Rikudo & the juubi). Naruto represents the Sage's body, so his body undergoes a change to look similar to his.

Uzumaki blood most likely. Possibly also the fact that Minato sealed Kurama in him using different seals than other jinks have.

He also has the same seal as Rikudo Sennin. The other jinchuriki used variations of the same seal, but naruto's is exactly similar. The Uzumaki probably handed down Rikudo's sealing techniques, that's how kushina was able to teach minato some of them.

Most likely or he just doesn't know how to fully turn into it. But partial transformation is good also...read the manga dude
