Why is Zetsu considered so weak when Hashirama is meant to be very strong?!

I don't understand why Zetsu is always ranked last in an Akatsuki shinobi ranking...
Maybe a fodder White Zetsu clone fighting in the war might be...
But the full black white one has HASHIRAMA'S wood element powers! and uses it even better than Yamato!
PLUS, he can copy the chakra and abilities of ANY shinobi and BECOME them and is very subtle and discreet at doing this. Heck even the white Zetsu does this! The Kisame that Bee and the Raikage killed was Zetsu! THAT'S how powerful he was.

A lot of you are willing to rank Hashirama the most powerful shinobi in ninja-land because of his incredible powers, then rank an adept clones with nearly all his abilities last? This just simply baffles me! Part the reason I personally rank Hashirama very highly IS Zetsu - the scope of his ability. The only thing he probably lacks is Hashirama's intelligence and the highest level of his shinobi-skill; and even-though he uses Hashirama's powers like 2nd-nature to a much greater effect than Yamato, I don't think it'll be on the same level as Hashirama, though somewhere a lot closer than Yamato.

What about the Zetsu that impersonated Kisame and gave Bee trouble to the extent that it took him and the Raikage to take him out? Also the Zetsu at the 5 Kage Summit that restored Sasuke's chakra and started draining every one else's as spores. In addition, Zetsu has displayed the ability to use the wood element powers, so the cells give him more than just extended life; and he's been shown to use it proficiently in the manga, managing to keep Mei, Chujiro and a few others defending the feudal lords at bay until Naruto arrived and boosted their moral, allowing Chujiro to get a power-up and one-hit K.O the black Zetsu. But even before then, Zetsu showed the ability to become one with the forest and use the same sort of natural-looking roots and trees that Hashirama uses to attack those protecting the feudal lords.

So what I'm saying is, if White Zetsu has the ability to become a Kisame that bothers Bee to the extent that A has to get involved + the whole Kage Summit stuff, and Black Zetsu is powerful enough to keep the feudal lord defenders at bay for quite long, the two of them combined should be quite powerful. In regards to that manga quote, Tobi said that White Zetsu could not take on Naruto & the 9 Tails, which would definitely be true cos Naruto & the 9 Tails even took out Pain. That shouldn't necessarily make him weaker than all of the other Akatsuki members, who would get raped by the Sage Hermit that Naruto was at that stage.

A White Zetsu clone is definitely not a front-line person because his abilities by himself is more about absorbing chakra than offence, but his abilities are very good for weakening, and with enough time, he can copy the identity and abilities of his opponents, which would make him match those opponents. So that + Black Zetsu's powers put together is something quite powerful - possibly not something very offensively or destructively powerful, but something very weakeningly powerful that could still defeat a lot of powerful ninjas and Akatsuki members. However, I actually now see what you mean by he's portrayed as weak, so I understand the low rankings better.

There's also the fact that he has Yin and Yang chakra, but I guess what it can actually do is pure speculation.

Yeah, the manga has shown that white zetsu can literally be as weak as the most lowly of fodder to as strong as a watered-down version of Kisame and a watered down version of anybody, and if he can become a watered-down version of somebody extremely powerful then even that watered-down version of the extremely powerful person he is, is still a very powerful shinobi.
