If I had to take a guess id say that it probably relates to cross dressers and drag queens typically being the men that wear makeup - hence people associate all men wearing makeup with that.

I don't think they're called that just for wearing it. Probably only b/c with the addition of FEMALE clothes, and FEMALE mannerisms do they seem that way. Honestly it's more of an insult than an observation, because saying gays act like girls is a stereotype, just like every race, culture, and *** has.
