Why is water in Naruto always blue in hue

water is only blue because of the reflection of the sky, but in Naruto color pages and the anime it seems to be blue without having to reflect the sky's color. What happened to clear water?

It's called Rayleigh Scattering and in the Manga/Anime scientific logic doesn't occur meaning that Clear Water is not reflected by SP.
