Why is there more conditions and resitance on getting ms then it does rinnegan?

To get the rinnegan, you just need to be kage rank, do a test and BAM!
You make a nagato bio with rinnegan but with ms, you not only need to be kage rank but you must be a member on nb for 10 months + there is a tournament every half-dozen months where the winner gets to submit their ms techniques and hope they get approved.

Why is there so much conditions on getting ms when rinnegan is the better eye?

Rinnegan test is quite hard.

MS is only for sensei's also/ People who has won a MS-tournament

The rinne test makes up for the loosened restrictions on Nagato.

Its not perse easier, as you still need alot of skill to aquire the bio.
However MS is more restricted because in several ways it can be better than the rinnegan in our RP hence why it is slightly more restricted.

Easy, you just have to kill an RP moderator or sensei that has ms. No sweat.
