Why is the tablet only fully readable to Rinnegan users?

well, actually the first part can be read with sharingan, the second part with Mangekyou Sharingan, 3rd with Eternal Mangekyou and the last part with Rinnegan. If I'm correct Itachi, Obito or Madara explained.. Reason why?? Dunno for sure but might have something to do with the message being meant for the Indra transmigrants.. Another possibility might be cuz the first 3 parts contain a description of how to obtain MS, EMS and Rinnegan

BZ wanted one of Indra's transmigrants to awaken rinnegan. He set it up so that they would have to get rinnegan to read everything on the tablet.

I'm saying he could have simply just wrote "get the Rinnegan". Instead of making it so complicated.

I just found it weird that he would only make the warning fully readable to them after they got the Rinnegan instead of beforehand.

You can read it with a sharingan, and MS as well, but to read the full extents, the rinnegan is required,
its because hagoromo clearly didnt want someone ordiniary to read such a tablet, thats why only rinnegan users can read the fulll tablet, and hagoromo also didnt want anyone else to awaken such a power
