no tajuu bunshin no jutsu is forbidden
because it's the mass production of shadow clones which distribute your chakra evenly between however many clones you created..so the more clones you have..the less chakra you have between them and when they go, they go..so it's forbidden because it can be fatal to the user

Mostly because it divides the user's chakra, so even for making one shadow clone, you already lose half of your chakra. The difference from a clone jutsu is that the regular clone is merely a genjutsu, so it doesn't require as much chakra and is safe to use.

I think there is a misconception about that jutsu because later on in the series it is refer to as an jonin level jutsu I would say its the multi shadow clone jutsu is the forbidden one. As we all know the shadow clone jutsu divide the user chakra evenly among the clones he create so if he create one he would have like 50% the users chakra now with the multi shadow clone jutsu the user can create anywhere from 10 to 1000 clone now to normal ninja this would be a big strain on the chakra they have and the jutsu would not last long and they chakra would be completely depleted and as they say when you chakra reserves are completely depleted you die hence the term forbidden cause it carrys a big risk ...
