Why is the Naruto Animation so Inconsistent?

I mean we have episodes that look perfect and episodes that look subpar i know they use different animators but why hire animators that suck?

Budgets. They can only spend so much money. They have to use bad animators.

They also have different teams of animators and editors. They pump out a lot of episodes and work tremendous hours. They need to rotate staff often.

They have to do so because they don't have a budget to buy Russia with it. They are limited in that field. Bad animation is there for the boring scenes and is faster to make. I just wish they animated more than just the boss fights good. u.u
