OK by Goku I mean a super powerful character. Now as far as i'm concerned the Hokage's chosen have always been the wrong choice, besides the fourth, they all seem to lack something: Tsunade just isn't Hokage material IMO, the third was kinda soft, at least in his later years, The second was to militant hence Danzo, and The first was very naive.
I am very aware that Tsunade was a second choice after Jiraiya turned it down, which is why I said she just isn't Hokage material in comparison to candidates like Shikaku Nara and Kakashi Hatake. Manga aside, lets step into reality, since when has the best warrior been the best leader? This is the basis for choosing a Kage apparently, this is the equivalent of making your best soldier president because he helps wins war's. No, this is a faulty system and quit idiotic.
The Hokage shouldn't even be a warrior but some one who is talented in collecting intel. and using it to analytically draw tactics & strategies based on the weaknesses of the opposition which should be deduced from this intelligence, which a jarhead soldier (ninja) generally can't do. Now you might not like Danzo but Konoha wouldn't have been so peaceful with out ROOT's contribution, would I have made him Hokage? No, he let his ill felling's towards the elders and Hiruzen cloud his judgment, much like Tobirama's dislike of the Uchiha clouded his.
Who would I make Hokage? Shikaku, duh. I'm very aware he is a ninja but he's more of a noetic individual, his reasoning could be described as divine seeing as though it's always precise and absolute. All in all, every dog has his day even the most skilled solider eventually meets his demise, but a tactician is some where safe constantly drawing new tactics to gain a upper hand in war as we seen before he died( some would say this sentence is redundant because he was a tactician who was murdered, but only in Naruto verse can beast made of the essence of everything shoot energy from one side of the earth to the other).
Super ninja chakra powers aside Shikaku would make the best Kage period.
P.S. the reason I say the fourth wasn't a bad choice is because he was in ANBU black ops, in the entire series this military branch is the most "Ninja" like individuals in the entire show, not revealing their identity etc etc. This leads me to think he would have been very effective in war.
I know the first two Hokages was great in war as well, but from what we can tell this is because of jutsu, not practicality. Maybe Tobirama with his special version of S/T jutsu used it in a tactical fashion to kill Izuna, but from what I can tell, in regards to his brother Hashi, he's just super powerful like Naruto.
