Why is the Fifth Mizukage so underrated?

She just happens to be the Kage with less amount of time under the spotlight. That alone makes the character prone to rank last place in polls because she is the one we know the least.
She rocks in elemental Ninjutsu, but the lack of info in other skills makes her unbalanced in debates.
