why is the 2nd hokage underrated?

Other than him creating World Resurrecting jutsu, we don't really know of anything else. We got beat down by Raikage (left for dead almost if I remember), his death seemed a weak way to go down.

Hashirama has the feat of defeating Madara and the Kyuubi at the same time.
Hiruzen has the feat of risking his life to save the entire village and sealed Oro's arms, was also called the greatest ever by some.
Minato is practically a clone of Hiruzen in feats, only he sacrificed himself by sealing Kyuubi, not Oro.
Tsunade is hyped because of being a legendary sannin.

Tobirama's only real feat is risking his life to save his teammates, which is awesome, but we've already seen several others do that as well. He's not special in that regard. His other claim to fame is obviously his water mastery and edo tensei, but how much credit can you give a guy over jutsu when he hasn't used it for any extraordinary reason?

I hope we see more of him, as suiton is one of my favorite elements, but as of now he doesn't have the feats to be compared to any of the other hokages(outside of Tsunade).

I do believe he is greatly underrated. The only reason for this is because he doesnt have impressive feats like the other hokages, excluding tsunade.

Hashirama defeated and wrestled the fox from uchiha madara. He was also hailed as one of the strongest in his generation. Also had the ability to control the beasts like pets and it was him that distributed the beasts evenly amongst villages

Sarutobi was hailed as the strongest hokage, but also he has survived 3 wars. Two of which he was hokage.

Minato got a flee on site order due to his ftg. But also although defeated an imposter who didnt come to fight him, he still showed great feats.

Tobirama's feats shown or heard of, he has lost. He was killed in the 1st ninja war to 20 ninja's. I dont know if they were elite, but going by the fact that it was war, they were probably fodders. On the same level that minato slaughtered like pigs during the war. The next feat he gets was against the gin/kin bros and again he was left on the brink of death. His feats just arent impressive if compared with the others.

I do agree that going by his abilities he should actually be the strongest hokage. His suiton was so advanced that not only could he weave the seals with one hand, he was able to gather the moisture in the air to use for his techniques. He aslo created the edo tensei, but was also an s/t user

He comes in 4th place for me in terms of hokage ranking behind the 1st, 3rd, and 4th.

He wasn't killed by fodder, he was killed by Kumo's elite, probably the equivilant to Kiri's Seven Swordsmen, and when I say that I say that in the terms of they were probably the special select of Kumogakure.

Also the situation with the Kin Gin bros are more then enough to cause devestating problems for any Kage. The fact that the two were excellent teammates and the Hokage and Raikage (were they fighting together) probably didn't work well enough together in comparison to the two brothers, and with the added Pseudo Jinchuuriki abilities and the Sage's treasures, I'd say that was enough to do it.

However his feats haven't been seen and I don't really get why Kishi would give Tobirama the mention of creating Edo Tensai and also Minato's casual mention of his ST jutsu if Kishi wasn't going to elaborate more on either. He has been underplayed but I truely feel he was a great Kage and I still consider him on equal terms with his brother, or at least Hiruzen.
