I cannot tell with absolute certainty that Suigetsu is loyal, but he plans to give a valuable scroll to Sasuke. While Samehada is with killerbee and Sasuke has different plans. Why in the world is Suigetsu still allied to Sasuke?

I get the impression he isn't. He is either using him, or wants to take him out. Or the scroll isn't actually good and that giving it to sasuke will f@#k him over.
