The difference here is that both sugar and meat are substances that are very well useful for your body. You need sugar to function and meat has been a part of the human diet for millennia. That it increases the risk of getting cancer is very relative as these days everything increases that risk. There are many factors involved in someone becoming more susceptible of getting cancer than just eating meat or sugar.

Smoking on the other hand has no benefits whatsoever. It serves no purpose. The only thing it does is making your body addicted to a substance it didn't particularly need in the first place.

And the reason why it isn't forbidden, well it probably has seeped too deep into our culture for that. Instantly banning it would be like forcefully pulling out an arrow: it will do more harm than good. They tried that with alcohol once in America, didn't really work out, now did it?

So instead many countries adopt a long-term strategy. Bit by bit they try to marginalize it so that either at one point they can remove it completely without causing too much of a fuss or that it has become so uncommon there's not even any reason anymore to ban it.

Because it got a strong foothold in the country early(way back when natives were common) on and doesn't seem to make its users seem... lost? or impair them during use.
I get that tobacco is pretty big, but I've always wondered why alcohol is still a thing. I can't tell you how many arguments, fights, breakups, awful choices, and deaths have been fueled out of the shit. Not even mentioning that the shit can even affect your children harshly.
