Who ever said that was Tobiramas ultimate move? His ultimate moves are water based no explosions.
They're not. Even Kisame's waterbase techniques were significantly stronger than Tobirama. That part 1 edo tensei tobirama was just a bunch of weak moves that Hiruzen in his old age was able to counter off pretty easily.
Tbh I think this is a case of a control group. You're limiting your examples to a handful of kages that all have special techniques and fighting styles that differ from everyone else. None of the kages in the OP use explosive tags in the traditional way, nor do they use shadow clones in the traditional way. They all have special ways of using them.
Mizu with the steam clone, tsuchikage with the chakra split, and tobirama multiplies his explosive tags. For example, Tsunade only uses her fists, summoning jutsu, and healing techniques. Minato was absent for most of the entire manga so he never really got a chance to use explosive tags or shadow clones (he did use shadow clones once). Hiruzen also used explosive tags and shadow clones against orochimaru. And Kakashi relies on his sharingan and thousand techniques.

TL;DR: Basically all the kages utilize their own special abilities and thus they have no room to use explosive tags and kage bunshins.

I said explosive jutsus and clones not explosive tags and shadow clones specifically. They utilize a these techniques into their jutsus Tobirama being the only one with just plan tags.
Tsunade and Minato who are both Hokages did not use any explosive jutsus to kill their enemies, even clones isn't part of their fighting style either.

All you're saying is does and don'ts. He was near full power during the war arc. Fact, he said so himself and nothing you say can deny that. Second, name one water jutsu that is greater than Tandem explosive tags? Because he didn't use it against the mindless juubito if it was able to do anything at all. Third, I said old man Hiruzen defeated pretty easily. Because old Hiruzen has low chakra reserves. And lastly, flying thunder god is not the strongest technique at all. A knife cut is not the stronger than a single explosive tag especially when it's more of a supplementary technique.

Flying thunder God is easily an ultimate technique. Ultimate doesnt mean strongest. It allowed him to solo a Mangekyou User. That in itself is a huge feat that should silence you.

Every ultimate technique is not explosions. In fact, thats the very thing that your op posts against.

Hiraishin Giri(his invention) along with Suton Techs are his ultimate moves.

His sutin against Hiruzen was top tier and he wasnt even at full power. During Juubito fight he mainly ran support and made moves when it counted depending mainly on FTG which is his invention.

Flying thunder God is easily an ultimate technique. Ultimate doesnt mean strongest. It allowed him to solo a Mangekyou User. That in itself is a huge feat that should silence you.
It's a convenient supplementary technique that gets you at the right place at the right time. Flying thunder god can not solo a Mangekyo user either. The only exception was the one time it was able to hit a vital spot and it requires a distraction from another person/object/technique in order for it to work. And it didn't even kill that person instantly.

He used cutting suiton on the tree, only cutting moves work on it, you compare things that make no sense to be compared. Madaras Susanoo hand? Start making some sense.

Flying Thunder God is and forever will be an Ultimate Technique. Minato killed plenty with that move and yes Tobirama soloed a Mangekyo user with it and Minato soloed a S/T MS user. You cant take away a feat like that no matter what you try.

The true supplementary techs are the techs used with it like rasengan or a kunai, or sword. Either way it got the job done in a second no one can react to. You obviously dont know what Ultimate is.

Next you gone say Minato Ultimate isnt FTG. We all know thats a lie. Also you cant downplay Tobiramas Suiton, he showed enough when he was summoned in a weaker version. He summoned a lake out of thin air. He is known in history fior his Suiton and Speed with FTG not explosions.

You make this thread on the premise that an opponent has to be completely annihalated. Meaning you think explosions are the answer or some energy beam. All Ultimate moves are not these.

Tobirama and Minato defeated their enemies(Uchiha Prodigy MS users) with one careful sequence of FTG yet you dont consider it one of their Ultimate Techniques. Thats foolish.

The whole point of an Ultimate move is to leave your opponent completely annihilated in one setting, Tandem explosive tgs and the Steaming Imp are all great examples of that. It's the firepower power aspect that this thread is talking about, you don't take supplementary moves and call that an ultimate, it's support type to help you land an actual attack.

Minato never defeated an MS user with ftg, he used it as a supplementary move to land his actual attack THE RASENGAN. Rasengan was used to damage the ms user, ftg did absolutely nothing to him. And to think that ftg was what damaged the MS user is completely foolish.
Tobirama didn't even finish of his opponent with ftg either, he needed distraction to hit the person's vital point before bleeding them out to death. Even the databook said it required a distraction for ftg slash to work
