nope...picture is different from what you are saying. If you look at the last page of chapter 620, its even clearer...you are discounting the facts

1- That kurama is knelt down and positioned a bit in the background.
2-The ps Torso is positioned in front of Kurama and more towards the foreground.
3-Kurama's Tails dwarf that partial ps.
4-That is in fact not a PS face...but the entire upper torso of a ps.
5-If you used Photoshop and moved Kurama to the same position as that Partial PS...They are roughly the same size (excluding Kurama's tails of course)

Its not. Kakashi's the same size as his, Madara's the one who has the unnaturally massive Susanoo. Size don't mean power though, and Sasuke beats Madara's PS in feats by a mile.

The conclusion

As of now Sasuke's PS is as large as half Kurama. So its 1 time smaller than Full Kurama and Madara's PS. But I dont throw out the possibility that PS can resize/change it size depending on the situation. Therefore all PS can be in the same size.
