Why is sasukes genjutsu so weak?

It's because Sasuke was never a particular gejnutsu user. He was more of a ninjutsu user. That's one of the possible reasons why his MS/EMS ninjutsu (Amaterasu) is better than his MS/EMS genjutsu

exactly and itachi and shisui since they carried the will of fire they weren't cruel so liked to take down enemies without killing them (genjutsu); so their top ms jutsus were genjutsu (ka and tsukuyomi) xd

He didn't defeat Itachis dojutsu with his own he just withstood it after being hit with it for the 4th time. But yes they did have a genjutsu battle and when that didn't finish things they had a physical battle. But sauskes usage of gen jutsu is nowhere near his brothers

Those with high I.Qs are naturally gifted in using Genjutsu ... or unless it runs in the blood.

I guess you could say that. But the reasoning is wrong. The genjutsu in which he controls time is Tsukuyomi, which is part of the Mangekyo Sharingan, which is an advanced form of the Sharingan, which is a kekkei genkai. But I do believe that Sasuke's Blaze Release is his own kekkei genkai.
