2. I agree he does have it. If you look at the scan in which Sasuke displayed PS, you'll see that he is not covered in the Nine tailed cloak.
3. I doubt that was Itachi's strongest Tsukyomi. Nevertheless breaking out of any tsukyomi with only 3 tomoe is a good feat.
