Why is Sai so weak

Ok, is it just me or is Sai's jutsu's potential completely wasted? I mean, okay, don't get me wrong, Sai is quite strong as he is, but I feel like Kishi is limiting his potential by a lot. If he can draw things and make them come to life then he can do most anything, not only power-wise, but also intelligence-wise. We only see him using 4-5 drawings maximum. Is there a specific reason for his limited 'repertoire' that I have missed?

It takes chakra to create them, for all we know he's got super low chakra, but tbf he's never really had a proper all out fight, but he must be tough for Danzo to have sent him to assassinate Sasuke, An Uchiha who has been trained by Orochimaru, one of the legendary sannin and assassin of the third hokage...

The snakes were able to shackle Yamato
Then there's the Benevolent kings
The sealing Tiger was able to seal Edo Tensei
The traveling birds are quite useful for transport and the explosive tags carrying ones blew up strong enough to kill someone

sai is unique, both his personality and abilities, i think hes abilities has Great potencial if given the chance!

He is NOT WEAK. The only person I can remember getting the "best" of him were extremely powerful (ie Sasuke) but he never officially took a "loss". He is Root and he will beat your @$$.
