Why is naruto constantly compared to Hagaromo

When he only represent half of him?Sasuke the other half and yet they only associate hagarono with naruto.
Making sasuke connection to the sage kinda forced and random.

I mean
-the bijuu see the sage in him and says he's the old mans...
-the juubi see rikudou in him
-now kaguya is reminded of him when looking at naruto

How can someone who represents half the sage be compared to him as a whole???

Because Naruto is the child spoke of in the prophecy. Sasuke is of Special blood but he isn't the prophesized child.

Naruto is the child of prophecy and the chosen messiah and all that jazz (Kishi is only beating it into the ground) and has the same goals and general ideals as the Sage.

Sasuke while descended from the Sage bears half of his power is still very different from him.
