A summoning jutsu would require a contract between Kurama and the other person. Something like that never happened.
Kurama was controlled by MS users in the case of Obito and Madara. Hashirama released the control Madara had over Kurama he didn't capture him in a 1vs1 fight. Minato had help from Kushina and that fight didn't really end well for neither of those 3.
He can probably one shot 90% of NV, plus he's a giant fox that looks angry and mean all the time, he has got every right to act badass.
