Why is Jiraiya not in more top 20s?

Can Jiraiya in Sage Mode sense danger like Naruto can? If he can, why is he not in more top 20s?

Jiraiya can beat Itachi (Sage Mode) and 3rd Raikage. Jiraiya's Doton can by-pass Susano'o, or outlast Itachi.

Jiraiya > 3rd Raikage Easy Difficulty. You know why? Genjutsu. 3rd Raikage has no genjutsu repelling feats. BOOM.

Oro and Minato Jiriaya also has a chance at beating. BOOMSHAKALAKA.

I was asking if he could sense danger like Sage Mode Naruto. Like when Naruto was fighting the third Raikage. Please tell me?
