I never considered him overpowered, this place is just insane; according to what was shown in the manga, he seemed to be on the same class of the other highest-ranking ninja. The only ones I've really considered OP are Hashirama and Madara and that's maybe because they were properly introduced after Kishimoto stopped caring; well, Hashirama was introduced before that and was, consequently, not overpowered but Kishimoto decided to just retcon that with a one-liner.
