Why is it that every Hokage has to be taught by a Hokage/someone of Hokage material?

Hashirama and Tobirama were the ones that founded the village so they don't really count but:

-Hiruzen was taught by Hashirama and Tobirama and became known as 'the God of Shinobi'.
-Danzo was also taught by Tobirama and was recognized for being strong.
-Hiruzen was the sensei of the Sannin who all became renowned.
-Jiraiya may not have been a Hokage but was recoginized as Hokage material for being a member of the Sannin and produced a Hokage in Minato.
-Minato went on teach Kakashi who is now acknowledged as being Hokage material.
-Kakashi who is Hokage material, taught Naruto who is going to be Hokage after the war.
-And Naruto who is already Hokage material is now a mentor to Konohamaru.

It just seems as if the strength of a Hokage in the series is only determined by the strength of the Sensei. It's not all about what they can do it's about how they can teach what they can do and the concept just seems wrong to me. Why is it that every single one of the strongest shinobi in Konoha that have been introduced have been taught by a Hokage or someone of Hokage material? The only real exception is Gai.

You forgot about Tsunade being taught by Sandaime and is the granddaughter and grandniece of Shodai and Nidaime respectively... XD

apparently the only way to be strong is be related to the So6P (Uchiha, Senju, Uzumaki) or be related to or trained by a Hokage or Hokage potential

Naruto was interesting b/c he was an underdog who achieved b/c of hard work . . . turns out he's only strong b/c he's related to the So6P and the son of the 4th Hokage

Think it something like a right of passage to lead the next generation to pick up after your time is up. Oh point I don't think Danzo was thought by the second they where on a mission together in the flash back it didn't state that the second was danzo's teacher

Naruto may have been the son of a hokage, yet he grew up w.o knowing it and his growth as a ninja was not related to that.

Hiruzen was tobiramas student yet so were others including danzo. He was the 1st non senju hokage as well.
