Did you even read the last chapter? Hagoromo wrote not to use IT. BZ wanted madara to awaken rinnegan and changed the tablet to say that the IT is what he should do. BZ planted the seed of the whole plan into madara waiting until he finally used it so he could connect all the chakra back and revive kaguya

Why was Hagoromo then not shocked that Madara wanted to cast IT ? Or the better part, he would ask himself, where the hell Madara can know anything about IT when he didnt wrotte it himself at the tablet ?!
