Why is Iruka not a Jounin?

he is not weak he is stronger than Ebisu at least who is a lower rank Jounin, Iruka did train Naruto the hero of the leaf.

You could barely say Naruto was "taught" anything by Iruka. Naruto has had only 1 real teacher: Jiraiya.
